FINE. AN EXCEEDINGLY RARE COVER WITH THE 2-ANNA OFFICIAL PROVISIONAL. WE HAVE BEEN UNABLE TO LOCATE ANOTHER EXAMPLE USED ON COVER.
This cover also happens to be an extremely early use as these provisionals were issued in October 1866. (Image)
FINE DIE PROOF SET OF THE FOREIGN BILL REVENUE STAMPS WHICH WERE EVENTUALLY USED FOR THE 1866 OFFICIAL PROVISIONALS. A KEY SET FOR THE OFFICIAL COLLECTOR OR EXHIBITOR.
One part of the postal reforms of 1866 were to create Official stamps to help stem the misuse and abuse of privilege by officials using mail. Due to the immediate need of Official stamps which were carefully accounted for, these foreign bill revenues were used by trimming the top and bottom inscriptions and overprinting "Service Postage".

FINE APPEARANCE. THE UNIQUE EXAMPLE OF THE 1866 2-ANNA OFFICIAL PROVISIONAL WITH COMPLETE "FOREIGN BILL" INSCRIPTION. ONE OF THE THE MOST IMPORTANT INDIAN STAMPS IN EXISTENCE AND A KEY ITEM FOR THE SERIOUS INDIA OR BRITISH COMMONWEALTH COLLECTOR.
The 1866 Provisional was introduced due to the Post Office Act XIV on May 1, 1866. This was done as an attempt to curb abuse of Government Officials in using stamps for personal use and lead to proper accounting of mail sent through Official channels. These improvised stamps were done by taking "Foreign Bill" revenues, cutting off to the top and bottom inscriptions and overprinting the stamp "Service Postage".
To date, this is the sole example of the 2a with inscriptions intact. There is also an example of the 8a with inscriptions.
Stamp is marked "Ex Burrus" though it does not appear in his sale. With 2008 R.P.S. certificate. (Image)
